Joanna Prosser – My Child’s Complaint
One of my children decided to write a complaint against Heidi Hibbett.
My child has autism, adhd, and mental health problems.
My child typed out their complaint, and myself and their father handed it in at reception at Goodman House in Harlow on the 26th April 2019.
The receptionist signed it to show she had received it and walked to the back of the room, where the pigeonholes are, and said she had placed it in Jo Prosser’s pigeonhole.
Over two weeks later and my child had not received a response and asked me to chase it up for them.
I called the complaints department, they put me through to the duty social worker number. Leanne Grant, who was my childs social worker at the time, and who Jo Prosser was their line manager, answered the call, she said she would chase it up with Jo Prosser.
That conversation then went to text message, the messages are as follow:
So from the 26th April 2019 to the 15th May 2019, Joanna Prosser was stating she hadn’t seen my child’s complaint, and wasn’t aware of it. She was definitely aware of it on the 15th May 2019 as that is when I chased it up.
As you can see I gave detailed information as to where it was handed in and where it was placed. I also informed her that it contained sensitive information about my child and our family and my child was having an anxiety attack as to what had happened to it.
I did ask a couple of times more regarding the lost complaint, but this was via telephone so no record, I was told that Jo had no idea what happened to it.
As you can see from the text messages, a copy of the complaint was handed in, to exactly the same place on the 17th May. The receptionist was confused as to where the first one was stating clearly that she put it in Jo Prosser’s pigeonhole, I was very noticeable as I had pink hair at the time.
The complaint that was delivered on the 17th May was picked up the same day, and Jo Prosser texted my child to say she had it. She then went on to organise a meeting on the 4th June 2019 to discuss the complaint.
The meeting was full of Jo Prosser treating my child like they were stupid, my child felt belittled and terrible by how Jo Prosser was treating them. I was with my child in this meeting.
At the beginning of the meeting, Jo Prosser said she went looking for the first complaint that morning and found it in Jody Wheeler’s pigeonhole. Jody Wheeler was a social worker in Jo Prosser’s team.
She gave my child back the first complaint, the envelope of which I attach below:
On the right hand side of the envelope you can see it says “By Hand” along with the date and initials. That was written by the receptionist when we handed it in.
At the bottom of the envelope you can see where Jo Prosser has written that it was found in Jody Wheeler’s pigeonhole on the 4/6/19, which was the day it was handed back to us.
Jo Prosser’s version of events is that it was accidently put into Jody Wheeler’s pigeonhole, and she only found it on the 4th June when she went looking for it, that it had not been touched or seen by anyone else from the 26th April to the 4th June.
Which makes what is written on the top of the envelope extremely interesting.

That isn’t from the receptionist who put it in the pigeonhole, that isn’t from Jo Prosser who allegedly took it out of the pigeonhole 6 weeks later after it hasn’t been touched by anyone.
So how did someone else sign it on the day it was handed in after it was put in the pigeonhole?
The reason for this is that Jo Prosser is a liar. She actually received the complaint the day it was handed in, she just felt that my child was too stupid and worthless to bother even answering my child’s complaint, and felt my child was too stupid to even realise it wasn’t answered. My child has autism, the way Jo Prosser treated my child was terrible, it was like my child was three years old. My child is actually in the top 5% of the population for intelligence.
This is probably why Jo Prosser didn’t even bother to try and remove the evidence that someone else had signed the envelope, probably thinking that autism meant my child was too stupid to read.
They have business support administrators to support the various teams. So Jo Prosser’s team would have been supported by someone who does all of the admin jobs, leaving the team to concentrate on social work.
My guess that ‘M’ who cannot spell received correctly, may have been the business support administrator for the team. Probably someone called Maxine or Marie, or something like that. She picked up the post every day from the pigeonholes, wrote on it that it had been received, or in her own words ‘recieved’ and distributed it to the team.
Jo Prosser then opened it on the 26th April and laughed that my stupid autistic child thought they could get their voice heard and just threw it somewhere, not realising that i’d be asking why she hadn’t answered it.
Jo Prosser’s reasoning doesn’t hold water. Why did she wait until the 4th June to look for it when it contained sensitive information that would have been a data protection breach if lost? She knew on the 15th May that it had been handed in and where it had been handed in.
We know, given the look of astonishment from the receptionist on the 17th May when we handed in the copy that the receptionist hadn’t been told it was lost, which means that Jo Prosser hadn’t asked her where it could be, knowing that it was the receptionist we’d handed it to.
On the 17th May Jo Prosser went and collected the second complaint which we had handed in that day, she collected it from where the pigeon holes are. On the 17th May Jo Prosser would have been within touching distance of the pigeonhole where she alleged she found it on the 4th June. Given she’d been told it contained sensitive information, why didn’t she look then? Why hadn’t she asked the receptionist for help to find it on the 15th, or the 17th when she was down there collecting the 2nd complaint?
The reason for that is simple, she lied about it being lost, she lied about not having seen it, and to cover her tracks, she then lied about finding it in Jody Wheeler’s pigeonhole on the 4th June.
Some of the contents of the letter covered the abuse from Heidi Hibbett that my children had disclosed and had been reported as a safeguarding referral by two other professionals, which Joanna Prosser failed to do anything about, as shown here:
Joanna Prosser just didn’t want anything investigated to do with her team, or herself for selfish reasons.
The meeting on the 4th was a complete waste of time, Joanna Prosser had not even bothered to investigate the complaint, it was a complete waste of time.
On the 7th June there was a child in need review meeting, Leanne Grant, who was also present at the meeting with Jo Prosser on the 4th, chaired that meeting.
She took notes throughout. I stated clearly what had gone wrong, with the help of my advocate, and what could be done to help my children. Other professionals agreed and put forth their own suggestions of things that could be done to help my children, this was all written down at the time by Leanne Grant.
However, there is no record of the Child in Need Meeting, I asked repeatedly for the minutes, didn’t get told no, just got ignored, quite blatantly actually, I have a written record where it is obvious that Jo Prosser is ignoring my request for the minutes. I will post those in another post. Jo Prosser colluded with Leanne Grant so that those minutes never got completed and sent out, so there would be no written record of what myself or the professionals present at the CIN review meeting said, and so that ECC would not have to supply my children with the help that had been agreed upon in the meeting.
ECC have refused to investigate any of this. Louise McKinlay lied about it and then threatened me with legal action if I continued to post things which were untrue after she read the version of this post on the other blog.
It is pretty clear to anyone but a corrupt local authority, and the deputy leader of Essex County Council whose only interest is in her political career, that Joanna Prosser hid a complaint from a vulnerable child, lied that it was lost, and then lied about ‘finding it’.
The evidence i’ve posted above is about as damning as you can get and clearly shows what Joanna Prosser did, and then clearly shows she then lied extensively to cover up what she did.
Then both Essex County Council, and Cllr Louise McKinlay covered up for her.
It doesn’t need an investigation to show how Jo Prosser treats vulnerable children, the evidence is all right there as to what she is capable of.
Social workers need more training.
To start with how to answer an email and how to call people back on the phone, after someone has left them endless messages. Until they master this little bit of correctness , how do we trust that they even care about our vulnerable children .
They like the rest of us need to be accountable for their role. Most employess would get the sack for ignoring emails and phone calls.
It took me , my therapist , school and other agencies 6 years for social services to believe that our child was suffering with severe mental health issues. On file it says we were to blame for our adopted childs behaviour.
In reality it was easier for them to apportion blame, than to actually realise that the 6 years before our child came to us , they had suffered terrible abuse, and needed theraputic input . We were constantly turned down for trying to recieve more needed input. They came to the house for an odd hour when they felt like it. Gave blame and run for the hills. I honestly dont know what kind of people they are., because if they cared they would do their job properly and look after our vulnerable children that are the future.
